The thinking behind it was that it's much more easy to guarantee that a homeowner pay a single term of a mortgage than an entire mortgage. And then people couldn't pay these risky mortgages and couldn't refinance because they had no way to contact any of their various creditors who were part of these huge disaggregated bunch of organizations. So in the end, the risky mortgages were never the original problem. It was the combination of 1) a piece of regulation intended to shore up the economy and 2) a highly deregulated industry designed to make the greatest profit in an open market.
